高校纪检监察工作数字化转型:逻辑、困境与路径OACHSSCD
Digital Transformation of University Discipline Inspection and Supervision:Logic,Challenges,and Pathways
数字化转型是新时代高校纪检监察工作高质量发展的重要引擎.研究基于数智技术赋能纪检监察工作的理论分析,结合多所高校的实践探索,系统考察高校纪检监察数字化转型的价值意蕴、现实困境与优化路径.研究发现,数字化转型能够推进监督效能的革命性提升、推动权力监督的动态穿透、促进治理现代化的创新发展.然而,在实践中,其面临着技术应用与制度供给的脱节、技术依赖与价值理性的碰撞、数据共享与隐私保护的冲突、主体能力与工作需要的落差等多重挑战.为此,高校纪检监察数字化转型需要推进"数据整合筑基、平台搭建赋能、组织支撑保障、制度体系规范"的有机统一,构建科学规范与安全有序的数字化治理新格局.
Digital transformation is an important engine for the high-quality development of disciplinary inspection and supervision work in universities in the new era.This study is based on the theoretical analysis of empowering disciplinary inspection and supervision work with digital intelligence technology,combined with practical exploration of multiple universities,to systematically examine the value implications,practical difficulties,and optimization paths of digital transformation of disciplinary inspection and supervision in universities.Research has found that digital transformation can promote revolutionary improvement in supervisory efficiency,dynamic penetration of power supervision,and innovative development of modern governance.However,in practice,there are multiple challenges such as the disconnect between technology application and institutional supply,the collision between technology dependence and value rationality,the conflict between data sharing and privacy protection,and the gap between subject capabilities and work needs.The digital transformation of disciplinary inspection and supervision in universities requires promoting the organic unity of"data integration and foundation building,platform empowerment,organizational support and guarantee,and institutional system standardization",and constructing a new pattern of scientific,standardized,safe,and orderly digital governance.
