战略领导力何以促进高校有组织科研OACHSSCD

How Can Strategic Leadership Promote Organized Scientific Research in Universities

大科学时代背景下,高校有组织科研在支撑国家战略与推动科技创新中具有关键作用.然而,随着跨界知识共同体的形成,高校有组织科研的发展正面临三重困境:在组织内部,科研个体呈现出认知隔阂与行为惯性;在组织之间,资源流动效率不足,多元主体间的价值逻辑存在异质性;在组织外部,问题识别缺乏聚焦,成果供求脱节导致实践转化断层.鉴于此,研究基于战略领导力理论建立包含个体领导力发展轴与组织领导力培育轴的二维框架,并据此提出突破路径:激活个体领导力,培育战略科学家和跨学科人才;深化组织领导力,构建支持协同的赋能环境;强化高校内外桥接功能,贯通有组织科研创新链条.

In the context of the era of big science,organized scientific research in universities plays a key role in supporting national strategies and promoting scientific and technological innovation.However,with the formation of cross-border knowledge community,the development of organized scientific research in universities is facing three dilemmas:within the organization,scientific research individuals show cognitive estrangement and behavioral inertia;among organizations,the efficiency of resource flow is low,and the value logic multiple subjects is heterogeneous.Outside the organization,the lack of focus on problem identification and the disconnection between supply and demand of results lead to the fault of practice transformation.In view of this,this study reconstructs the CCL(Center for Creative Leadership)model framework based on the theory of strategic leadership,establishes a two-dimensional model including the individual leadership development axis and the organizational leadership cultivation axis,and proposes a breakthrough path:activating individual leadership,cultivating strategic scientists and interdisciplinary talents;deepen organizational leadership and build an enabling environment to support synergy;strengthen the internal and external bridging function off colleges and universities and connect the organized scientific research innovation chain.
