文化治理:校园欺凌治理的理念转换与实践进路OACHSSCD

Cultural Governance:The Concept Transformation and Practical Direction of School Bullying Governance

校园欺凌对学生的身心健康和校园环境造成了严重危害,是教育领域乃至全社会持续关注的焦点问题.传统治理模式在应对这一复杂问题时往往显得力不从心,政策治理的乏力、多元治理的博弈和技术治理的隐忧使其难以从根本上遏制问题的发生,由此凸显出更深层、更具持久性的文化治理的必要性.实现校园欺凌的根本治理,需要从文化治理的视角出发,基于"家庭—学校—社会"协同衔接的校园欺凌文化分析框架,深入剖析家庭文化、学校文化和社会文化在校园欺凌产生过程中的文化机理,并提出构建"和衷共济"的文化治理价值、凝聚"以文化人"的文化治理共识、推进"协同共治"的文化治理行动的实践进路,旨在精准识别校园欺凌源头治理的文化根源,为校园安全稳定与和谐生态建设提供支撑.

School bullying remains a persistent focal issue in education and society at large,posing severe threats to students'physical and mental well-being as well as the campus environment.Traditional governance models have proven inadequate in addressing this complex issue.The limitations of policy governance,the game of multi-stakeholder governance,and the hidden concerns of technological governance make it difficult to fundamentally curb the problem.This underscores the necessity for a deeper,more persistent approach:cultural governance.Achieving fundamental solutions to school bullying requires adopting a cultural governance perspective.Based on a"family-school-society"collaborative framework for analyzing school bullying culture,this study delves into the cultural mechanisms of family,school,and societal culture in the bullying process.It proposes practical pathways:establishing a"harmonious cooperation"cultural governance value,building a"cultivating through culture"cultural governance consensus,and advancing"collaborative governance"cultural governance actions.This aims to precisely identify the cultural roots of bullying at its source,supporting campus safety,stability,and the development of a harmonious ecosystem.
