网络舆情热度对地区民办教育发展的影响研究OACHSSCD
A Study on the Impact of the Heat of Online Public Opinion on the Development of Regional Private Education
在信息化社会的大背景下,民办教育应对网络舆情的挑战不容小觑.基于我国31个省(区、市)2012-2022年面板数据,运用泰尔系数、空间探索性分析、空间计量模型和面板门槛模型等探究网络舆情热度对于地区民办教育发展的影响.结果显示:我国民办教育舆情热度和发展水平均具有显著的正向空间相关性;网络舆情热度对民办教育发展有显著的直接促进作用,且这种促进作用存在门槛效应,呈现边际递增的非线性特征;网络舆情热度对地区民办教育发展的影响还存在正向空间溢出效应,且表现出明显的空间衰减特征,在有效的公里范围内呈现出高正向空间外溢逐渐降低为低空间溢出.鉴于此,考虑到政府在网络舆情引导和监管中发挥重要作用,建议以政府为主导的公共部门应主要负责监管和引导,同时配合以第三方独立组织的协调,积极构建民办教育网络舆情监管体系和干预机制.
In the context of the information society,private education faces significant challenges in responding to on-line public opinion.Based on panel data from 31 provinces(autonomous regions and municipalities)in China from 2012 to 2022,this study employs the Theil index,exploratory spatial analysis,spatial econometric models,and panel threshold models to investigate the impact of the heat of online public opinion on the development of regional private education.The results show that both the heat of online public opinion and the development level of private education in China exhibit significant positive spatial correlation.The heat of online public opinion has a significant direct promoting effect on the de-velopment of private education,and this effect demonstrates a threshold characteristic with marginally increasing nonlinear features.Furthermore,the heat of online public opinion also exhibits a positive spatial spillover effect on the development of regional private education,with distinct spatial decay characteristics.Within a certain effective range,high positive spa-tial spillovers gradually decrease to low spatial spillovers.In light of these findings,and considering the crucial role of the government in guiding and regulating online public opinion,it is suggested that government-led public sectors should take primary responsibility for supervision and guidance.This should be complemented by coordination from independent third-party organizations to actively construct a regulatory and intervention mechanism for online public opinion in private edu-cation.
