The Policy Drivers of the Construction of the National Teaching Staff Led by the Spirit of Educators
弘扬教育家精神是建设高质量教师队伍的必由之路,是实现教育强国的必然之举.基于多源流理论分析框架,教育家精神引领国家教师队伍建设主要源于三重动力:由传统教育家精神回溯与赓续的需要、师德师风失范的焦点事件、原有政策执行低效的反思构成"问题源流",由人大代表、专家学者等政策共同体构成"政策源流",由党和国家的高度重视及社情民意的舆论导向构成"政治源流".三大源流耦合,政策之窗开启,弘扬教育家精神成为引领国家教师队伍建设的重要举措.面向未来,教育家精神与国家教师队伍建设的深度融合需要充分重视并发挥问题源流、政策源流及政治源流各层面的作用与功能.
The spirit of educators is the inevitable path to building a high-quality teaching force and an essential move to achieve a strong educational nation.Based on the analysis framework of the Multiple Streams Theory,the drive for the construction of the national teaching staff led by the spirit of educators mainly comes from three sources:the need to trace back to and continue the traditional spirit of educators,the focus on teacher ethics and conduct,and the reflection on the low efficiency of existing policy implementation form the"problem stream";the policy community,including deputies to the people's congress,experts,and scholars form the"policy stream";the high emphasis of the Party and the country and the public opinion orientation form the"political stream".The coupling of these three streams opens the policy window,and the spirit of educators leads the construction of the national teaching staff.Looking ahead,achieving deeper integration of the spirit of educators with the construction of the national teaching staff necessitates fully leveraging the distinct functions and contributions of the problem,policy,and political streams.
