森林可持续经营“国有林单位+集体林”合作模式探析
Study on Cooperative Model of"State owned Forest Units+Collective Forests"for Sustainable Forest Management
森林可持续经营的目标是培育稳定健康优质高效的森林生态系统。当前，我国森林经营工作进入快车道[1]，森林可持续经营成为提高森林质量、增强森林生态功能的根本途径。以森林可持续经营试点项目为切入点，分析国有林单位和集体林在森林经营中显现出的优势与短板，探索构建“国有林单位+集体林”的森林可持续经营合作模式，提出了双方的合作目标、合作方式、收益分配、职责任务、合作流程与预期成效，以期为我国实现森林可持续经营发展提供参考。
The purpose of sustainable forest management is to cultivate a stable,healthy,high-quality,and efficient forest ecosystem.Currently,China's forest management work has entered a fast lane,and sustainable forest management has become the fundamental way to improve forest quality and enhance forest ecological functions.Taking the pilot project of sustainable forest management as the starting point,the advantages and disadvantages of state-owned forest units and collective forests in forest management were analyzed in this paper,the construction model of forest sustainable management cooperation of"state-owned forest units+collective forests"was explored,and the cooperation goals,cooperation methods,income distribution,responsibilities and tasks,cooperation processes and expected results of both parties were proposed,in order to provide refe rence for achieving sustainable forest management development in China.
