国家水网战略下三峡水运通道功能认知拓展与价值逻辑重构OA

The construction of the national water network is a major strategic deployment for promoting the river protection and management and enhancing water security safeguard capabilities in the new era of China.Under the dual driving force of the comprehensive promotion of the national water network construction and the high-quality development of the Yangtze River Economic Belt,the inland waterway transportation system is undergoing a profound transformation from traditional transportation infrastructure to a composite network system.The traditional positioning of shipping as a single function can no longer fully encompass its systemic value and comprehensive effects.It is urgent to restructure the functional system framework of waterway channels from the perspective of river basin system governance.This paper takes the Three Gorges waterway channel as the research object,based on the framework system and governance logic of the national water network,systematically expounds the necessity of expanding the functional cognition and reconfiguring the value logic of the Three Gorges waterway channel,constructs a three-level composite functional system covering"core functions,collaborative functions,and derivative functions",and completes the systematic reconstruction of the value logic of waterway channels from four aspects:value dimension,transmission path,value subject,and value cycle.On this basis,from the dimensions of channel network,port cluster,multimodal transport,port-industry-city integration,and green development,it proposes countermeasures and suggestions for strengthening the expansion of functions and value enhancement of the Three Gorges waterway channel.The research can provide certain theoretical references and a decision-making basis for promoting the deep integration of the Three Gorges waterway channel into the national water network system and releasing comprehensive benefits.
