Practice and effects of"3+1"standardized construction and management mode for rural water supply
为推进农村供水高质量发展、夯实乡村全面振兴水利基础,国家出台一系列政策文件,全面推行城乡供水一体化、集中供水规模化、小型供水规范化、县域统管专业化"3+1"标准化建设和管护模式.各级水利部门会同相关部门认真贯彻落实党中央、国务院决策部署,通过科学编制发展规划、完善技术标准体系、健全政策法规、分类推进工程建设、推行县域统管、强化水质安全管控与应急供水保障、研发推广实用技术装备等系统性举措,加快构建达到"农村基本具备现代生活条件"要求的农村供水保障体系.截至2025年底,全国农村自来水普及率、规模化供水工程覆盖农村人口比例、县域统管比例持续提升,农村供水格局逐步完善,饮水安全保障能力显著增强.本文通过分析推行农村供水"3+1"标准化建设和管护模式的实践与成效,针对性提出深化标准化长效管护、强化小型供水兜底保障的优化提升路径,旨在明晰新阶段农村供水高质量发展短板与发力方向,为持续完善农村供水保障体系、推动农村供水事业可持续发展提供参考.
To promote the high-quality development of rural water supply and consolidate the water conservancy foundation for rural revitalization across the board,China has issued a series of policy documents to fully implement the"3+1"standardized construction and management mode,which comprises the integration of urban-rural water supply,the scaling up of centralized water supply,the normalization of small-scale water supply,and the professionalization of county-level unified management.Water conservancy departments at all levels,in coordination with relevant departments,conscientiously implement and arrange the decisions of the Party Central Committee and the State Council.Through systematic measures such as scientifically formulating development plans,improving technical standard systems,perfecting policies and regulations,advancing categorized project construction,promoting county-level unified management,strengthening water quality safety control and emergency water supply support,and popularizing practical technologies and equipment,they have accelerated the construction of a rural water supply guarantee system that meets the requirements of"rural areas basically having modern living conditions".By the end of 2025,the national rural tap water coverage rate,the proportion of the rural population covered by large-scale water supply projects,and the proportion of county-level unified management have continued to rise.The rural water supply framework has gradually improved,and the capacity to guarantee drinking water safety has been significantly enhanced.By analyzing the practice and effects of implementing the"3+1"standardized construction and management mode for rural water supply,this paper proposes targeted optimization and improvement paths for deepening long-term standardized management and strengthening the bottom-line guarantee of small-scale water supply.It aims to clarify the shortcomings and directions for high-quality development of rural water supply in the new stage,and to provide references for continuously improving the rural water supply guarantee system and promoting the sustainable development of rural water supply.
