海湾型城市生态产品价值实现的复合机理与实践进路OACHSSCD

As important regions with the typical characteristics of"resource-rich yet generally fragile",bay-type cities embody a four-dimensional composite mechanism of"protection-transformation-reciprocity-guarantee"for realizing the value of ecological products.Taking Xiamen's practice as a research case,this paper analyzes the main problems in realizing the value of ecological products in China's bay-type cities:in terms of policy surport,constraints exist such as unclear property rights and ineffective interdepartmental coordination;in terms of market-oriented operation,dilemmas such as insufficiently deep integration of marine industries and inadequate cultivation of composite and applied talents in the marine sector.It also puts forward targeted practical approaches:(1)The government should improve the institutional system for realizing the value of ecological products,including constructing a registration system for confirming ownership of marine ecological assets,improving the accounting and application system of marine ecological value,and strengthening legal surport and policy coordination in the marine field.(2)The market side should accelerate the exploration of multiple types of conversion methods,including building emerging marine industry clusters,promoting the transaction of marine ecological resource rights,and constructing application chains of marine digital technologies.
