欧美纺织品技术性贸易壁垒应对措施分析OA
Analysis of countermeasures against technical barriers to trade in textiles in the European Union and the United States
Against the backdrop of globalization, technical barriers to trade(TBT)have become a major obstacle to China's textile exports to European and American markets.Existing research predominantly focuses on descriptive analysis of recall incidents, yet lacks systematic investigation into the technical standards and regulations underlying these recalls. This study uses recall data from the European Union's rapid alert system for dangerous non-food products(Safety Gate)and the United States Consumer Product Safety Commission(CPSC)(2015-2025).By employing data statistics and standard comparative analysis,it investigates the major risk factors in recall cases and the standard differences between the European Union, the United States and China, and systematically identifies the core drivers of technical trade barriers in European and American markets. The findings indicate that improved standards effectively reduce TBT risks for Chinese textile exports to the European Union and the United States. The European Union recalls more Chinese textiles than the United States. Its recall numbers show a fluctuating downward trend. This trend is highly consistent with the implementation of GB 31701-2015 The Safety Technical Code for Infants and Children Textile Products. This means that improved domestic standards significantly reduce export recalls and trade risks.Technical barriers to trade tend to target specific products. Both markets focus heavily on children's textiles, but they differ in product categories. The European Union mainly recalls outerwear and swimwear while the United States focuses more on intimate apparel, baby products, and home textiles. The core risks also differ. In the European Union, the main risks are injuries and strangulation caused by clothing cords. While in the United States, the main risks are burns and fires due to poor flammability performance.Differences in standards are the main cause. The European Union has more detailed rules for cord classification. It also has stricter controls on phthalates and heavy metals. The United States imposes tougher requirements on fire safety. The European Union, the United States, and China also have clear differences in testing methods and parameters for small parts. In light of the above findings, this study proposes four key suggestions.First, enterprises should establish a complete compliance management system that covers product design, production and quality inspection, and move from passive compliance to active risk prevention to reduce export risks from the source.Second, they should build a targeted standard coordination system for different markets. For key sectors, they should adapt to regulations of the European Union and the United States based on age-group requirements, and avoid the blind application of Chinese national standards.Third, they should strengthen technical risk control by selecting suitable materials for fire safety and chemical management, implement a graded compliance strategy, and enhance product safety.Fourth, they should improve the TBT early warning and supply chain coordination mechanisms, keep up with regulatory updates, review past cases, and enhance their compliance capabilities and international competitiveness.
