从标准建设到生态重塑:教师人工智能能力标准体系建设的国际向度及本土镜鉴OACHSSCD

In the era of intelligence,setting teacher AI competency standards has become a global consensus in the deep transformation of education and a key initiative for promoting the integration of AI with educational modernization in China.Focusing on UNESCO and the Council of Europe,this study systematically analyzes the framework structures and distinctive features of teacher AI competency standards issued by these two international organi-zations,and distills their practical experience in advancing teacher AI competency development.The findings suggest that both organizations commonly promote the development of teacher AI competency by constructing competency frameworks for AI-supported teaching,aligning competency development with teachers'professional needs,and emphasizing ethical issues and data privacy in AI applications.Drawing on international experience and considering China's contextual realities,the study proposes several implications:first,it is necessary to build a people-centered and continuously evolving ecosystem for teacher AI competency development;second,efforts should be accelerated to develop AI-empowered teaching and learning platforms for teachers and students;third,fairness and ethical norms in AI applications should be strengthened.Ultimately,a diversified yet integrated ecosystem of teacher AI com-petency standards should be established.
