城市更新中的集体行动困境及其治理机制OACHSSCD

The installation of elevators in old residential communities has become an important policy responding to residents'needs in the context of urban renewal.However,amid multiple interest conflicts and high costs of negotiation,this initiative has often encountered collective action dilemmas in its implementation.This article seeks to examine the underlying logic of this phenomenon and to identify the mechanisms through which collective action dilemmas can be addressed across different communities.Based on fieldwork conducted in four community cases in City Z of northern Henan,this article constructs a"context-mechanism"analytical framework to examine how different governance mechanisms operate in processes of collective action.Research has found that solving the collective action dilemma depends on the fit between governance mechanisms and community context.Collaborative and stable communities need authoritative mobilization mechanisms to integrate resources;regulated exogenous communities require economic contract mechanisms to fill trust gaps;endogenous cooperative communities require the impetus of a"interpersonal consensus"mechanism,while loose and weak communities need to resort to procedural negotiation mechanisms to rebuild trust.This study not only expands the localized interpretation of collective action theory,but also provides differentiated and precise policy implementation paths for grassroots governance in China.
