"十四五"甘肃水利法治建设:现状、问题与对策OA

To evaluate the effectiveness and shortcomings of water conservancy rule of law construction in Gansu Province,an analysis was conducted based on the Assessment Report on Rule of Law Government Construction during the 14 th Five-Year Plan Period of Gansu Provincial Department of Water Resources,focusing on five dimensions:institutional system,administrative decision-making,administrative law enforcement,government information disclosure,and rule of law culture.The results indicate that problems exist,including a gap between the"quantitative accumulation"and"quality efficiency"of the institutional system,insufficient refinement in administrative decision-making,lack of standardization in administrative law enforcement,mismatch between supply and demand in government information disclosure,and the failure of rule of law culture to transform into internal identification.In the new stage,it is necessary to be guided by Xi Jinping's thought on the rule of law.By constructing a dynamically optimized water regulation system,improving rigid and traceable decision-making procedures,promoting intelligent and collaborative law enforcement models,building a user-oriented government information disclosure system,and cultivating a rule of law culture that is internalized in the heart,a systematic reconstruction should be implemented to achieve"good laws and good governance"in the water conservancy field.
