省级天然气管网市场化融入国家管网面临的困境及路径优化建议OACHSSCD

Provincial natural gas pipeline networks serve as a key link connecting national trunk pipelines and end-users,and their integration into PipeChina directly affects the effectiveness of the nationwide integrated pipeline network system.Currently,the integration process faces several challenges such as limited acquisition incentives of PipeChina,weak willingness of provincial networks to transfer assets,insufficient market vitality,and unclear functional positioning.The major obstacles involve discrepancies in asset valuation,conflicts in operational management,mismatches between flexible pricing policies for provincial pipeline networks and rigid acquisition valuation requirements,as well as inconsistencies between functional positioning and assessment mechanisms.These challenges result from the combined effects of central-local interest coordination difficulties,functional position conflicts,and institutional incompatibilities.This paper proposes a systematic reform framework consisting of building a differentiated asset valuation,optimizing central-local coordination mechanisms,improving pipeline transportation tariff pricing and cost supervision,and clarifying functional positioning of provincial networks so as to facilitate the high-quality integration of provincial natural gas pipeline networks into the national pipeline network system.
