项目制激励背景下公办高职院校筹措办学经费的行动策略与内在逻辑OA

The project-based system,as a top-down institutional arrangement that allocates resources through specialized funds,not only performs the functions of distribution and coordination,but also profoundly shapes the fundraising behavior of higher vocational colleges.Through longitudinal tracking of the fundraising strategies of a public higher vocational college in East China during the"double-high plan"period,this study attempts to answer the question of"how public higher vocational colleges can actively raise funds under the project-based incentive"from an empirical perspective.The research findings show that the fundraising strategies of the case college in the government channels exhibit varying degrees of"competitiveness"and tight time constraints;while the fundraising strategies in the market channels demonstrate certain"mutual benefit"and long-term preference.The influence of the project-based system on the fundraising strategies of public higher vocational colleges has two sides.On the one hand,the leverage effect of the project-based system prompts public higher vocational colleges to actively expand diversified fundraising channels such as school-enterprise cooperation,striving for local support,and cultivating derivative income.On the other hand,under the vertical pressure transmission of the project-based system,to some extent,there is also the issue of operating with government resources.The project-based system for higher vocational education essentially constructs a three-dimensional interactive framework of"government guidance-college competition-market participation",and its impact on fundraising has far exceeded the scope of simple fiscal increment.
