高技能人才集群培养的"四链"融合路径探析OA

The development of new-quality productive forces and the clustered upgrading of industries have put forward new requirements for high-skilled talent cultivation under the context of high-quality economic development.At present,the poor interactive integration of the industrial chain,innovation chain,education chain and talent chain,which collectively referred to as the"four chains",has led to a structural mismatch between the supply of high-skilled talents and the actual demand of industrial transformation.The realization of the"four-chain"integration is confronted with multidimensional barriers,including insufficient macro-institutional synergy,divergent interest demands among multiple stakeholders,imbalanced resource allocation,and prominent differences in organizational culture.The cluster cultivation of high-skilled talents serves as a core initiative in the construction of the modern vocational education system.Through optimizing resource allocation and promoting the linkage of core elements,it can effectively break the"chain dilemma"formed by the insufficient integration of the four chains in the process of high-skilled talent supply.Based on the underlying logic of deep"four-chain"integration,this paper constructs a targeted implementation path from four dimensions:improving institutional supply,innovating talent cultivation models,optimizing operation mechanisms,and perfecting the interest connection system,so as to ensure the efficient implementation and standardized operation of the high-skilled talent cluster cultivation system.
