零碳园区的经济阐释与建构路径OA
Economic interpretation and construction pathways of zero-carbon parks
零碳园区建设作为推进碳达峰碳中和目标实现的核心路径,是践行新发展理念、推动区域经济高质量发展的重要战略支撑.从经济学视角看,零碳园区的碳排放行为覆盖"投入-生产-产出"环节的资源配置和利用过程.该研究基于全生命周期理论,系统解析了园区运营流程中的关键环节,构建了零碳园区建设的理论分析框架,并结合其能源转型、技术创新与物质投入等多维实践困境,深入探讨了零碳园区建设的实施路径与体系策略.研究发现:①产业园区的零碳化转型是一项涵盖全系统的范式重构工程,其本质在于从"投入-生产-产出"基本环节出发对园区生产体系进行系统性重构与范式革新.②从园区运营的具体流程上看,要素投入、生产过程和产出结果3个核心环节都必须实现二氧化碳的净零排放,投入环节需要在技术矩阵的赋能下促进能源清洁化和物质资料利用的低碳化,生产环节需要在生产技术矩阵的赋能下推动能耗管理精细化和物质资源使用的高效化,产出环节需要在产出技术矩阵的赋能下实现能源产出的净零碳排放和物质资料的循环利用.③基于技术-动力-要素的三维分析框架,构建能源流、技术流和物质流协同优化的清洁转型机制,是推进零碳园区建设的战略性着力点.具体而言,在智能化技术赋能的框架下,通过构建多能互补的清洁能源体系,同时建立物质代谢网络提升资源循环利用率,进而形成园区碳中和的闭环解决方案.④目前中国的零碳园区建设尚在探索阶段,面临能源不够清洁、技术发展瓶颈和物质资源利用效率低等难题.⑤当前中国零碳园区建设需从园区布局、清洁能源体系构建、绿色技术创新、资源高效利用和完善政策保障等方面积极推进.
The construction of zero-carbon parks,as the core pathway toward achieving China's goals of reaching peak carbon emis-sions and carbon neutrality("dual-carbon"goals),serves as an important strategic support for implementing the new development con-cept and promoting high-quality regional economic development.From an economic perspective,the carbon emission behavior of zero-carbon parks encompasses the resource allocation and utilization process across the entire"input-production-output"chain.This study was based on full life cycle theory,systematically analyzed the key links in the operational process of the parks,constructed a theoreti-cal analysis framework for zero-carbon park construction,and,in light of multidimensional practical challenges such as energy transi-tion,technological innovation,and material inputs,deeply explored the implementation pathways and systematic strategies of zero-car-bon park construction.The study found that:① The zero-carbon transition of industrial parks is a system-wide paradigm reconstruction project,the essence of which is the systematic reconstruction and paradigm renewal of the parks'production system,starting from the fundamental"input-production-output"chain.② From the perspective of specific park operational processes,the three core links—factor input,production process,and output results—must all achieve net zero carbon dioxide emissions.The input link,empowered by the input technology matrix,needs to promote clean energy adoption and low-carbon utilization of material resources.The production link,empowered by the production technology matrix,needs to advance refined energy consumption management and the efficient use of material resources.The output link,empowered by the output technology matrix,needs to achieve net-zero carbon emissions in ener-gy output and the circular utilization of material resources.③ Based on a three-dimensional analytical framework of technology,driving forces,and factor inputs,constructing a clean transition mechanism that synergistically optimizes energy flow,technology flow,and ma-terial flow is a key strategic focus for promoting the zero-carbon park construction.Specifically,under the framework of intelligent tech-nology empowerment,a multi-energy-complementary clean energy system is constructed alongside a material metabolism network to en-hance resource recycling efficiency,thereby forming a closed-loop solution for carbon neutrality in the parks.④ At present,the con-struction of zero-carbon parks in China is still at an exploratory stage,facing challenges such as insufficient clean energy supply,tech-nological development bottlenecks,and low efficiency in material resource utilization.⑤ The current construction of zero-carbon parks in China should be actively promoted in terms of park layout,clean energy system development,green technology innovation,efficient resource utilization,and improved policy guarantees.
