中国绿色减贫的制度、空间和技术逻辑OA
Institutional,spatial,and technological logics of China's green poverty alleviation
在全球可持续发展议程持续深化、气候行动与减贫目标日益交织的背景下,如何统筹经济增长、生态保护与社会公平,破解发展的"不可能三角",已成为发展中国家面临的重要治理课题.针对这一问题,该研究将中国特色绿色减贫界定为一种国家主导的、以多目标协调推动生态保护、经济发展与社会公平深度融合的结构性制度创新,并构建"制度配置-空间重构-技术创新"三维分析框架.基于政策文件分析、统计数据对比与典型案例剖析,研究发现:①制度配置是绿色减贫的核心驱动力,通过生态产品价值实现、生态补偿、要素配置改革与一体化治理等方式,将生态资本转化为发展资本,增强贫困地区的社会韧性与自主发展能力,同时为空间重构划定边界,并为技术创新创造制度与市场条件.②空间重构决定"在哪里发展",通过主体功能区规划、人口有序迁移与基础设施优化布局,缓解生态脆弱区的环境压力,改善公共服务和就业机会的可及性,促进区域协调发展,并为技术应用提供场域支撑.③技术创新回答"如何发展"的问题,通过高标准农田建设、农业机械化、数字化流通体系和绿色能源革命等,拓展资源开发与利用空间,催生新的增收渠道和发展机会,同时推动制度更新和空间调整.3个维度在制度引导、空间约束与技术驱动的不同情境中形成动态协同体系.该研究同时关注了政策实施中的现实挑战,如生态移民中的社会网络断裂与"搬而未稳"、光伏扶贫中的运维压力与收益分配不均、退耕还林补贴退出后的复耕风险等,均揭示出制度执行与政策持续性的现实约束.进一步看,该框架的有效运行依赖于较强的国家能力、较大的国土空间纵深以及必要的产业和技术基础,对不同制度环境的经济体来说,其适用条件与作用机制存在差异.基于上述分析,该研究认为,应进一步完善生态产品价值核算与碳交易机制,健全易地搬迁后续扶持和动态评估体系,加强县域绿色技术人才培养及储能微网等基础设施建设,并在对外分享相关经验时充分考虑不同国家的制度条件与本土需求.
As the global sustainable development agenda advances and the goals of climate action and poverty reduction become in-creasingly intertwined,developing countries face a pressing governance challenge:how to reconcile economic growth,ecological protec-tion,and social equity in order to overcome the"impossible trinity"of development.In response,this study conceptualizes green pover-ty alleviation with Chinese characteristics as a state-led structural institutional innovation that drives a deep integration of ecological protection,economic development,and social equity through multi-objective coordination,and develops a three-dimensional analytical framework centered on institutional configuration,spatial restructuring,and technological innovation.Drawing on policy document anal-ysis,comparative statistical evidence,and case studies,the study finds that:① Institutional configuration serves as the core driver of green poverty alleviation.Through mechanisms for realizing the value of ecological products,ecological compensation,factor allocation reform,and integrated governance arrangements,it transforms ecological capital into development capital,strengthens the social resil-ience and endogenous development capacity of poor areas,defines the boundaries for spatial restructuring,and creates the institutional and market conditions for technological innovation.② Spatial restructuring determines where development takes place.Through major function-oriented zoning,orderly population relocation,and optimized infrastructure planning,it alleviates environmental pressure in ecologically fragile regions,improves access to public services and employment opportunities,promotes more balanced regional devel-opment,and provides the spatial setting for technological application.③ Technological innovation addresses the question of how to de-velop.Through high-standard farmland construction,agricultural mechanization,digital circulation networks,and the green energy tran-sition,it expands the scope of resource development and utilization,creates new income streams and development opportunities,and si-multaneously drives institutional renewal and spatial reorganization.Together,these three dimensions form a dynamic synergistic sys-tem in which institutional guidance,spatial constraints,and technological drivers operate across varying contexts.This study also exam-ines the practical challenges in implementation:the disruption of social networks and the"relocated but unsettled"phenomenon in eco-logical resettlement,the operational burdens and uneven benefit distribution in photovoltaic poverty alleviation programs,and the risk of recultivation after Grain-for-Green subsidies expire—all of which reveal the persistent constraints on policy implementation and sus-tainability.More broadly,the effectiveness of this framework depends on strong state capacity,sufficient territorial size,and an ade-quate industrial and technological foundation;its applicability and operating logic therefore vary across economies with different institu-tional settings.On this basis,the study concludes by recommending further improving ecological product value accounting and carbon trading mechanisms,strengthening follow-up support and dynamic evaluation systems for relocation programs,enhancing county-level green technology talent training and the construction of infrastructure such as energy storage and microgrids,and emphasizing selective learning and local adaptation when relevant experience is promoted internationally.
