广东风能资源评估及农村风电就地就近开发利用评价OA

基于欧洲中期天气预报中心(European Center for Medium-Range Weather Forecasts,ECMWF)最新一代再分析资料(ECMWF reanalysis V5,ERA5)的平均风速数据,利用风能资源评价方法,分析 2020-2024年粤东、粤西、粤北地区风能资源的基本特征及其开发利用价值,以期为开展风能生态价值评估,推动农村地区风电就地就近开发,区域农村能源加快绿色低碳转型提供参考.结果表明:2020-2024 年粤东、粤西、粤北陆面 100m高的平均风速为 4.0m·s-1,平均风功率密度为 74.5W·m-2.按照绿电电力交易价,粤东、粤西、粤北地区每村 2.0×107W装机量的年平均风能生态产品经济价值分别为 4656×104 元、5534×104 元和 3720×104元,若每年分配给村集体 20.0×104元,可提高粤东、粤西、粤北村平均可支配收入 0.6%、0.4%和 0.8%.按照"千乡万村驭风行动"中每市发展 6 个农村陆上风电项目的建设目标,虽粤东、粤西、粤北地区试点村仅占当地村总数的 0.5%,但试点村风电年发电量可占当地农村生活用电总量的 9.4%.综上,建议农村陆上风电采取风电塔节地技术,加快超级充电站、乡镇零碳园区等配套项目建设,拓宽新能源消纳途径;并建议在粤西和粤东地区先行先试,以发挥良好的示范作用.

To facilitate the assessment of the ecological value of wind energy and promote the local and proximate development of wind power in rural areas,this study analyzed the fundamental characteristics and development potential of wind resources in eastern,western and northern Guangdong.The analysis utilized wind resource assessment methodologies based on the latest ECMWF reanalysis V5(ERA5)average wind speed data from the European Center for Medium-Range Weather Forecasts.The objective was to provide a reference for accelerating the green and low-carbon transition of rural energy systems.The results showed that from 2020 to 2024,the average surface wind speed at 100m height in these regions was 4.0m·s-1,with a corresponding mean wind power density of 74.5W·m-2.Based on the trading price of green electricity,the annual economic value of wind energy ecological products for a 2.0×107W installed capacity per village was approximately 46.56 million yuan,55.34 million yuan and 37.20 million yuan in eastern,western and northern Guangdong,respectively.If 20.0×104 yuan was allocated annually to village collectives,this would increase the per-village disposable income by 0.6%,0.4%and 0.8%in the respective regions.Under the construction targets of the"Nationwide Rural Wind Power Initiative"which aimed to develop six rural onshore wind projects per city,the annual electricity generation from these pilot villages could account for 9.4%of the total rural residential electricity consumption in the three regions,despite these villages representing merely 0.5%of the total villages locally.In conclusion,it is recommended that rural onshore wind power projects adopt land-saving technologies for wind turbine towers.Simultaneously,the efforts should be intensified to construct supporting projects such as ultra-fast charging stations and zero-carbon industrial parks in China's rural areas,thus broadening the pathway for new energy absorption.Pilot initiatives for rural onshore wind power in Guangdong should be prioritized in eastern and western Guangdong,so as to demonstrate good practice.
