对传统大电网调度生产组织模式进行回顾总结,并对新型电力系统市场化生产组织模式进行探讨.市场环境下,新型电力系统调度生产组织内涵大幅拓展.该文分析新型电力系统生产组织中 3 对最基本的逻辑关系:1)中长期、现货、应急调度的逻辑关系;2)有效市场与有为政府的逻辑关系;3)安全、保供、转型的逻辑关系.研究新型电力系统生产组织中的 3 个关键技术问题:1)新能源参与平衡的原则,提出以"置信概率"为核心的新能源参与中长期、短期平衡分析方法;2)备用的留取原则,提出"运行备用"的概念,支撑新型电力系统背景下相关国家标准与实际运行的紧密衔接、有效落地,对电力领域有关备用的术语定义和技术、管理要求进行统一;3)电力电量平衡的基本方法,对当前运行中广泛采用的线性叠加法及新型电力系统未来有广阔应用空间的时序生产模拟法等进行探讨.

On the basis of reviewing and summarizing the traditional dispatching production organization mode of the large power grid,this paper explores market-oriented production organization mode of new type power system,pointing out that the connotation of dispatching production organization in new type power system has greatly expanded under the market environment.Three most basic logical relationships in production organization of new type power system are analyzed:the logical relationship among medium and long-term,spot market,and emergency dispatching,the logical relationship between effective market and active government,and the logical relationship among power safety,supply,and energy transition.Three key technical issues in the production organization of new type power system are studied.Firstly,the participating principle of new energy in power balance is determined,and the participating method of new energy in medium and long-term and short-term balance based on"confidence probability"is proposed.The second research is about the principle of reserve,presenting the concept of"operation reserve",ensuring the close connection and effective implementation between relevant national technical standards and operation of power system,and unifying the definition of terms and technical and management requirements in the field.Thirdly,the basic method for power and energy balance is discussed,including the linear superposition method used in the current dispatching operation and the time series production simulation method with wide application space in the future of new type power system.
