Global cybersecurity risk evolution,China's practice and co-governance strategies under AI empowerment and geopolitical rivalry
为分析人工智能赋能与地缘博弈叠加背景下全球网络安全风险的演进态势,采用文献归纳、典型事件复盘和技术框架映射方法,围绕风险形势、中国实践与国际共治三个层面展开研究.深入分析了全球网络空间安全风险的演进态势和核心挑战,总结前沿分析技术在网络安全事件的使用场景,重点讨论了人工智能技术在事件处置中的优势、局限和应用边界.同时,从法律制度、关键信息基础设施保护、数据安全与个人信息保护、人工智能安全治理和国际交流合作等方面总结中国的网络安全实践,最后研提推动全球网络安全共治的相关建议.
To analyze the evolutionary dynamics of global cybersecurity risks against the backdrop of the interplay between AI empowerment and geopolitical competition,we adopt methods of literature review,typical incident retrospective analysis,and technical framework mapping,and conducts research across three dimensions:risk landscape,China's practices,and international co-governance.The paper provides an in-depth analysis of the evolutionary trends and core challenges in global cyberspace security risks,summarizes the application scenarios of ad-vanced analytical technologies in cybersecurity incidents,with a particular focus on the advantages,limitations,and application boundaries of AI technologies in incident response.This paper reviews China's cybersecurity practices in terms of legal frameworks,critical information infra-structure protection,data security and personal information protection,AI security governance,and international exchanges and cooperation.Finally,it puts forward relevant recommendations for promoting global co-governance of cybersecurity.
