全链条视角下疆煤外运通道新增与货流分配联合优化OA
Joint Optimization of New Corridor Development and Freight Flow Allocation for Xinjiang Coal Outbound from a Whole-Chain Perspective
为探讨煤炭运输网络中战略层面的通道新增与运营层面的货流分配问题,提出一种联合优化方法.针对煤炭从煤矿至铁路干线再至电厂的全链条运输需求,考虑煤矿、铁路装车点等多节点,以总成本最小化为目标建立混合整数线性规划模型,研究铁路运输通道新增与货流分配方案联合优化问题.并以实际数据作为算例使用求解器求解.结果表明,模型可以有效优化通道新增和货流分配方案,并识别最低成本的运输路径;新增通道的运量占比较高时,固定成本会被有效分摊,边际效益较高;铁路运输费率变化时,货流分配、最优路径及新增方案均会受到影响,证明了通道新增与货流分配方案联合优化的必要性.研究可为"疆煤外运"战略提供包含通道选择、运力分配、成本控制的量化决策框架.
To address the new corridor development at the strategic level and the freight flow allocation at the operational level in the coal transportation network,a joint optimization method for both aspects was proposed.A mixed-integer linear programming(MILP)model was developed to minimize the total cost,accommodating the end-to-end transportation needs from coal mines to power plants via railway trunk lines and incorporating multiple nodes such as coal mines and railway loading points.The model simultaneously determines railway corridor development and freight flow allocation schemes.Using real-world data from an energy group transporting coal from Xinjiang to power plants in Ningxia,the model was solved with Gurobi.Results demonstrate that the model effectively optimizes both corridor development and flow allocation while identifying the lowest-cost transportation routes.When the new corridor handles a relatively high share of the transportation volume,the fixed costs can be effectively spread,resulting in higher marginal benefits.Variations in railway transportation price influence flow allocation,optimal routes,and development plans,underscoring the necessity of joint optimization between corridor development and freight flow allocation.The research significance is to provide a quantitative decision-making framework including corridor selection,capacity allocation,and cost control for the"Xinjiang Coal Outward Transportation"strategy.
