针对GNSS 易受干扰与欺骗、单一定位、导航与授时(positioning,navigation and timing,PNT)体系韧性不足的问题,为满足关键行业高可靠 PNT 服务需求,研究增强型罗兰(Enhanced Long-Range Navigation,eLoran)在国家综合 PNT 体系中的备份支撑作用与升级方向.以南京区域导航异常事件为案例,梳理 eLoran 技术原理与发展现状,从信号体制、发播能力、系统架构、设备生态及管理机制分析瓶颈,提出"泛在化、安全可信化、机制需求化"升级路径并构建一体化备份标准.结果表明,eLoran 具备高抗干扰、异源冗余与独立授时优势,可在 GNSS 失效时提供连续可靠备份服务,与北斗卫星导航系统(BeiDou Navigation Satellite System,BDS)及通信网络融合可形成多源协同时空服务体系.由此得出结论,eLoran 是提升国家 PNT 体系安全韧性的关键技术之一,其体系化建设与产业化对构建现代化时空基础设施具有重要战略意义.

To address the vulnerability of GNSS to interference and spoofing,as well as the insufficient resilience of a single positioning,navigation and timing(PNT)system,and to meet the demand for high-reliability PNT services in critical industries,we investigated the backup support role and upgrade directions of Enhanced Long-Range Navigation(eLoran)within the national comprehensive PNT system.Taking the regional navigation anomaly event in Nanjing as a case study,we reviewed the technical principles and development status of eLoran.We analyzed its key bottlenecks from five aspects:signal structure,broadcasting capability,system architecture,device ecosystem,and management mechanisms.We proposed an upgrade pathway oriented toward"ubiquitous coverage,security and trustworthiness,and demand-driven services"and constructed an integrated backup standard.The results show that eLoran possesses advantages of high anti-interference capability,heterogeneous redundancy,and independent timing,enabling it to provide continuous and reliable backup PNT services when GNSS fails.Moreover,its integration with BeiDou Navigation Satellite System(BDS)and communication networks can form a multi-source collaborative spatiotemporal service system.We conclude that eLoran is a key technology for enhancing the security resilience of the national PNT system,and its systematic construction and industrialization are of significant strategic importance for building modern spatiotemporal infrastructure.
