[Purpose]The United States has recently revised its standards strategy to structurally reorganize its standards system.This study systematically analyzes the trends of the strategy and its potential impact on industrial competition between countries and even the interna-tional standard governance system,and puts forward systematic countermeasures.[Method]Employing a combination of policy analysis and strategic research methodologies,this study evaluates the strategy's trajectory from multiple dimensions:strategic positioning,value logic,and operational mechanisms.It constructs a multi-level spillover impact assessment framework encompassing standard-setting,in-dustrial competition,and global governance systems.This framework informs insights and response strategies across three levels:macro-level international governance,meso-level industrial development,and micro-level standard mechanisms.[Result/Conclusion]The up-dated U.S.standards strategy exhibits parallel characteristics of intensified competition and security integration.The standards system is e-volving from a traditional technical coordination tool into a critical institutional foundation supporting national competitiveness and rule-set-ting dominance.This strategic pivot will exacerbate risks of rule competition in key technology sectors,technological path lock-in,and the fragmentation and bloc-based polarization of the global governance system.To build a more systematic and forward-looking standard governance framework,future efforts should:enhance international standards participation capacity,institutional resilience and strategic in-itiative at the macro level;strengthen the standardization framework in critical technology sectors and promote synergy between standards and industrial policies at the meso level;and improve pre-research mechanisms for standards while strengthening coordinated governance of standards and intellectual property at the micro level.
