Research on the AI Transformation of the U.S.Intelligence Community Based on the TOE Analytical Framework
[目的]系统考察美国情报界人工智能转型的多重动因、演进路径与关键举措,揭示其技术嵌入与组织变革的协同机理,为理解智能化时代情报体系转型的内在逻辑提供整合性分析视角.[方法]采用文本研究与逻辑分析法,引入技术-组织-环境(TOE)理论框架,采用文本研究与逻辑分析法,依据美国官方战略文件、项目报告及权威研究,从环境、组织、技术三个维度构建整合分析框架,系统探究美国情报界人工智能转型的外部动因、组织响应与技术应用.[结果/结论]美国情报界人工智能转型是环境压力、组织调适与技术嵌入三者协同演进的复杂过程.环境维度,大国战略竞争、全球 AI 竞赛与盟友合作网络构成外部驱动力;组织维度,情报界通过"ODNI 2.0"精简重塑与应用部署体系化,逐步打破部门壁垒;技术维度,数据基础设施从烟囱走向云边协同,算法从黑箱走向可解释,人机交互从工具辅助走向协同共生.三维互动共同推动美国情报体系从"数据孤岛"向"智能生态"的根本跃迁,其核心经验在于将人工智能作为重构组织流程、重塑战略能力的核心引擎.转型进程中亦存在部门主义与数据融合、效率与伦理、盟友依赖与控制之间的内在张力,为智能时代情报能力建设提供了重要参照.
[Purpose]This paper aims to systematically investigate the multiple drivers,evolutionary paths,and key initiatives of the AI transformation within the U.S.intelligence community.It seeks to reveal the synergistic mechanism between technological embedding and organizational change,providing an integrated analytical perspective for understanding the inherent logic of intelligence system transforma-tion in the intelligent age.[Method]Employing textual research and logical analysis,this study introduces the technology-organization-environment(TOE)theoretical framework.Based on official U.S.strategic documents,project reports,and authoritative research,it constructs an integrated analytical framework from the three dimensions of environment,organization,and technology to systematically ex-plore the external drivers,organizational responses,and technological applications of the AI transformation in the U.S.intelligence com-munity.[Result/Conclusion]The AI transformation of the U.S.intelligence community is a complex process of the synergistic evolution of environmental pressure,organizational adaptation,and technological embedding.From the environmental dimension,great-power stra-tegic competition,the global AI race,and allied cooperation networks constitute the external driving forces.From the organizational di-mension,the intelligence community is progressively breaking down departmental barriers through the streamlined restructuring of"ODNI 2.0"and the systematization of application deployment.From the technological dimension,data infrastructure is shifting from silos to cloud-edge collaboration,algorithms are evolving from"black boxes"to explainable agents,and human-computer interaction is transfor-ming from tool assistance to collaborative symbiosis.The interaction of these three dimensions is collectively propelling the fundamental shift of the U.S.intelligence system from"data silos"to an"intelligent ecosystem".The core lesson lies in positioning artificial intelli-gence as the central engine for reconstructing organizational processes and reshaping strategic capabilities.The transformation process also reveals inherent tensions between departmental interests and data integration,efficiency and ethics,and ally dependence and control,offer-ing important references for intelligence capability building in the intelligent era.
