[Purpose]Technical intelligence has become a key instrument of great-power security competition.By unpacking the institu-tional evolution of Russia's Counter-technical Reconnaissance(CTR)system,this article maps its organizational structure,operational mechanisms and principal missions to provide policy lessons for China′s information-security governance.[Method]Combining docu-ment analysis and historical research with institutional-change theory,the study systematically examines Soviet and Russian legislation,policies and secondary sources to trace shifts in CTR actors,institutions and policy priorities.[Result/Conclusion]Russia's CTR has e-volved through three stages-fragmented experimentation,state-commission coordination and federal-agency leadership-preserving Soviet-era security traditions while adapting to the digital age.Today,the system is characterized by centralized authority and vertical manage-ment that relies on inter-agency coordination,regulatory enforcement and a specialized talent pool to support five core tasks:countering foreign technical intelligence,protecting critical information infrastructure,securing information flows,regulating non-emitting devices and controlling exports.The Russian experience demonstrates that CTR is now a central pillar of information-security governance and of-fers important insights for the construction of China's own information-security architecture.
