俄乌冲突中天基信息支援链的运作机制、对抗形态与治理外溢OACHSSCD

[Purpose]This study examines the operating mechanism and confrontation dynamics of the space-based information support chain in the Russia-Ukraine conflict,and assesses the governance shifts and spillover effects triggered by commercial space involvement.[Method]Using case study and systems analysis,it traces how satellite communications,commercial remote sensing,and positioning and timing are embedded into the kill chain across four layers-space,link,ground,and user-end identifies contestation over link availability and control.[Result/Conclusion]The conflict shows that space-based capabilities are rapidly moving into the tactical domain,with com-petition shifting toward link resilience.Soft-kill measures,including electromagnetic suppression,cyberattacks,and access control,have become routine,mainly targeting the link segment,the ground-segment control plane,and user-end receivers.The authorization and op-erational rules of commercial platforms further complicate governance,making failures and confrontation more likely to spill over into pub-lic services.
