Drawing on the mature experiences of multi-level capital markets,this study explores how to scientifically optimize the structural layout and functional configuration of China's data circulation service system,thereby providing theoretical support and practical pathways for its improvement.Based on the development experience of China's multi-level capital markets,and in light of the current evolution and institutional foundation of the data factor market,a comparative analysis method is employed to propose functional arrangements and structural designs suitable for different stages of development.In the mature stage of the data factor market,a multi-level system comprising a"national-level data exchange+data trading companies+third-party professional service institutions"should be established,with strict implementation of the"separation of exchange and commerce"principle.During the transitional period when the market is not yet mature,existing data exchanges(centers)should maintain a"non-separated exchange and commerce"model,balancing statutory functions with market-oriented operations and focusing on fostering a vibrant data market.With the establishment of national-level data exchanges and the gradual improvement of a unified national data factor market institutional framework,data exchanges(centers)that have not yet been upgraded,along with data circulation service platform enterprises and data vendors,will progressively and orderly transform into specialized,market-oriented data trading companies.This transformation will further enhance their key roles in connecting market participants,meeting diverse transaction demands,and improving resource allocation efficiency.
