The business environment is a holistic factor that affects the innovation performance of incubators,and existing research lacks research on the impact of urban business environment on incubator innovation performance.This paper is based on the logical perspective of"system subject",taking 1 253 technology enterprise incubators and their 195 cities as research samples,and using QCA method to explore how the configuration of urban business environment elements synergistically affects the innovation performance of incubators.Research has found that:(1)No single business environment factor can achieve high innovation performance in incubators.(2)There are four paths to generate high innovation performance in incubators,which can be summarized as innovation and finance driven under the dual logic of government and market,relying on government efficiency,financial service driven under market logic,and innovation environment driven under government logic,relying on the assistance of the rule of law environment.There are four paths that lead to non high innovation performance in incubators.(3)There is an equivalent substitution relationship between the configuration elements of the business environment that generate high innovation performance.Under certain conditions,the rule of law environment can be replaced by the government environment.The combination of high financial services,low innovation environment,and low rule of law environment can be replaced by the combination of high innovation environment,high rule of law environment,and low financial services.This paper reveals the complex causal relationship between the configuration of business environment elements and the innovation performance of incubators.The research conclusions provide theoretical references for cities to optimize business environment governance and enhance incubator innovation performance according to local conditions.
