基于SBM-Tobit模型的安徽省工业绿色转型效率评价及影响因素研究OA
Evaluating the Efficiency and Influencing Factors of Industrial Green Transformation in Anhui Province Based on the SBM-tobit Model
本文基于2011-2023年安徽省16个地级市的面板数据,构建"效率测度-影响诊断-路径优化"的分析框架.首先采用非期望产出SBM模型测度安徽省各地级市工业绿色转型效率,并从空间分布与时间演变两个维度进行多层次比较;在此基础上,进一步运用Tobit模型实证分析其影响因素.研究表明:安徽省工业绿色转型效率整体呈波动上升趋势,但因城市间发展不平衡导致地区差异明显;城镇化水平与对外直接投资对工业绿色转型效率具有显著正向促进作用,而科技投入与环保投入则表现出一定的抑制效应.因此,应坚持新发展理念,因地制宜制定绿色转型政策,加强区域协同,加快推进产业结构优化调整,同时提高科技与环保经费投入的精准性和有效性,提升绿色创新能力.
This study constructs an analytical framework comprising"efficiency measurement-impact diagnosis-path optimization"based on panel data from 16 prefecture-level cities in Anhui Province from 2011 to 2023.First,it employs an undesirable output SBM model to measure the industrial green transformation efficiency of each city,conducting multi-level comparisons across spatial distribution and temporal evolution dimensions.Building upon this foundation,a Tobit model is further applied to empirically analyze its influencing factors.The findings reveal that while Anhui's overall industrial green transformation efficiency exhibits a fluctuating upward trend,regional disparities are evident due to unbalanced development among cities.Urbanization levels and foreign direct investment exert a significant positive effect on industrial green transformation efficiency,while technological investment and environmental protection investment exhibit certain inhibitory effects.Therefore,it is essential to adhere to the new development philosophy,formulate green transformation policies tailored to local conditions,strengthen regional coordination,accelerate the optimization and adjustment of industrial structures,and simultaneously enhance the precision and effectiveness of technological and environmental protection funding to improve green innovation capabilities.
