"四预"与"六项机制"融合的水库群防洪调度研究与实践探索OA
Research and practical exploration of reservoir flood control scheduling integrating the"four forecasts"and"six mechanisms"
为探索防洪调度"四预"与安全生产风险管控"六项机制"的深度技术融合路径,破解水库管理业务系统分散、安全与效益难以统筹的难题,以佛子岭水库群运行管理矩阵平台建设为依托,从数据共享、专业模型耦合、业务流程衔接三个层面研究了二者的统一规划联动技术路线.平台实践结果表明:该技术实现了跨业务数据融合、预报调度与风险管控模型协同调用以及业务流程闭环衔接,有效推动了"四预"措施与"六项机制"的协同落实,实现了安全与效益统筹兼顾.
To explore pathways for the deep technological integration of the"four forecasts"for flood control scheduling and the"six mechanisms"for safety production risk management,and to address the challenges posed by fragmented reservoir management systems and the difficulty of coordinating safety and operational benefits,a unified planning and coordinated implementation framework was investigated based on the development of the operation and management matrix platform for the Foziling Reservoir Group.The framework was examined from three key dimensions:data sharing,coupling of professional models,and integration of business processes.The platform implementation results demonstrated that the proposed approach enables cross-business data integration,coordinated invocation of forecasting,dispatch,and risk management models,and closed-loop integration of business processes.It effectively promoted the coordinated implementation of the"four forecasts"and"six mechanisms",thereby achieving an integrated balance between safety and operational benefits.
