安徽省河湖管理范围划定实践与思考OA
Practice and considerations on the delineation of river and lake management scope in Anhui Province
依法划定河湖管理范围是全面推行河湖长制的明确要求,也是加强河湖管理的基础性工作.本文在系统梳理国家和省级相关政策法规及技术标准的基础上,综合运用卫星遥感解译、GIS 空间分析与无人机航测等技术手段,结合安徽省划界工作实际成效,深入剖析河湖划界工作的实施流程、具体做法及面临的挑战.研究发现存在跨县(区)防洪标准不统一、有堤防与无堤防河湖段划界不一致、划定成果不规范等问题,并提出了针对性的解决措施.研究表明:通过统一防洪标准、规范划界流程、强化成果管理,能够有效提升河湖管理范围划定的质量和水平,推动河湖管理向科学化、规范化方向发展.
Legally delineating the management boundaries of rivers and lakes is a clear requirement for the full implementation of the river chief system,and also a fundamental task for strengthening river and lake management.Based on systematic review of the relevant national and provincial policies,regulations and technical standards,this paper comprehensively employed satellite remote sensing interpretation,GIS spatial analysis and UAV aerial survey to deeply analyzed the implementation process,specific practices,and challenges faced in the river and lake boundary demarcation,in combination with the actual results of demarcation work in Anhui Province.The paper reveals issues such as inconsistent flood control standards across counties(districts),inconsistent boundary demarcation for lake sections with and without embankments,and non-standardized results.Targeted solutions are proposed accordingly.The paper indicates that by unifying flood control standards,standardizing boundary demarcation techniques,and strengthening result management,the quality and level of river and lake management boundary demarcation can be enhanced,thereby promoting the scientific and standardized development of river and lake management.
