淮北市用水权改革从确权到活权的难点识别与系统响应OA

To address the widespread challenge in China's water rights reform of"easy rights confirmation but difficult rights activation",this paper selected Huaibei City as a representative case and introduced the Pressure-State-Response(PSR)analytical framework to systematically diagnose the obstacles hindering water rights activation following the initial allocation of water rights.The results indicated that the slow progress in water rights activation was constrained by multiple factors,including an incomplete property rights system,an underdeveloped water rights trading market,inadequate metering technologies,and mismatches in regulatory and service mechanisms.In response to these challenges,this paper,based on actual water rights transaction data from Huaibei City,proposed a systematic response strategy encompassing a multi-level trading mechanism,third-party impact management,the innovative"Water Bank"model,the development of a smart monitoring platform,and the exploration of water rights financialization.The proposed framework aimed to provide both a theoretical reference and practical pathways for Huaibei City and other regions facing similar challenges to overcome reform bottlenecks and establish a modern water rights management system.
