我国重点建设用地土壤污染调查工作现状及展望OA

With the acceleration of urbanization,soil pollution in key construction land areas was identified as a core bottleneck restricting the sustainable utilization of land resources,and its investigation was confronted with challenges including insufficient alignment with international standards,lack of regional adaptability,lagging local legislation,and ambiguous responsibility definition.Relevant current situations and dilemmas were sorted out through literature analysis,and core problems were clarified in combination with the strategic demands of the"15th Five-Year"Plan,such as fragmented standard systems,unmet regional differentiated needs,insufficient coverage of local legislation,and failed implementation mechanisms.On this basis,optimization paths including the dual-track construction of internationalized and regionalized standards as well as local legislative innovation were proposed.A dynamically adaptive system of standards and regulations together with a collaborative governance system was constructed,by which the efficiency of soil pollution investigation and remediation was effectively improved,and support was provided for ecological environmental security and high-quality economic development.
