兰草水库是渠江流域防洪体系的重要组成部分,在保障区域防洪安全的同时,也不可避免地对流域生态环境产生一定影响.为减缓工程建设与运行对河流生态系统的不利影响,需合理确定下泄生态流量.本文以四川省兰草水库工程为研究对象,采用多种方法分别核算工程基本生态流量和敏感期生态流量,并系统分析其与流域生态环境保护要求及相关政策文件的协调性,在此基础上综合确定工程生态流量.同时,提出相应的生态流量泄放与监控措施,并从生态流量调度、水位调度和水温调度3个方面开展水库生态调度设计.研究成果可为大中型水利枢纽生态流量确定及调控措施设计提供参考.

Lancao Reservoir is a crucial component of the flood control system in the Qujiang River Basin.While ensuring regional flood security,it inevitably exerts certain impacts on the basin's ecological environment.To mitigate the adverse effects of project construction and operation on the river ecosystem,it is essential to reasonably determine and release ecological flow.Taking the Lancao Reservoir Project in Sichuan Province as the research object,this paper employs multiple methods to separately calculate the basic ecological flow and sensitive-period ecological flow of the project,and systematically analyzes their coordination with the basin's eco-environmental protection requirements and relevant policy documents.On this basis,the ecological flow for the project is comprehensively determined.Corresponding ecological flow release and monitoring measures are proposed,and reservoir ecological operation design is carried out from three aspects:ecological flow regulation,water level regulation,and water temperature regulation.The research findings can serve as a reference for the determination of ecological flow and the design of regulation measures for large and medium-sized water conservancy projects.
