Probability Prediction of Sudden Water Quality Safety Risk Events in Large-Scale Water Diversion Projects
针对兼具航运功能的大型引调水工程,开展突发性水质安全风险事件概率预测研究.此类工程是跨流域水资源调配的核心设施,水质安全关乎受水区饮水安全、社会稳定及沿线生态环境,而突发性水质事件因时间突然、扩散迅速、危害范围广等,给工程运行管理带来严峻挑战,旨在为风险精准防控与应急决策提供定量化依据.通过系统识别航运船舶、港口码头、危险品运输车辆及跨河管道4类主要风险源,构建基于事故树分析法(FTA)的综合预测分析,融合历史统计数据与专家判断,识别关键致因因子并量化各类事件的发生概率.该方法能够有效克服数据不足与系统复杂的困难,为突发性风险精准防控与应急决策提供定量化依据,对保障工程输水水质安全具有重要理论与实用价值.
Aiming at large-scale water diversion projects with shipping functions,this paper conducted research on probability prediction of sudden water quality safety risk events.Such projects serve as core facilities for inter-basin water resources allocation,and water quality safety concerns drinking water safety in water-receiving areas,social stability,and ecological environment along the route.Sudden water quality events,characterized by sudden occurrence,rapid diffusion,and wide harm scope,pose severe challenges to project operation and management,aiming to provide quantitative basis for precise risk prevention and control and emergency decision-making.This paper systematically identified four main risk sources including shipping vessels,port terminals,dangerous goods transport vehicles,and cross-river pipelines,constructed a comprehensive prediction analysis based on Fault Tree Analysis(FTA),integrated historical statistical data with expert judgment,identified key causal factors,and quantified the occurrence probability of various events.This method can effectively overcome difficulties arising from insufficient data and system complexity,provide quantitative basis for precise prevention and control of sudden risks and emergency decision-making,and possesses important theoretical and practical value for ensuring water conveyance quality safety of the project.
