勐腊县中心城区作为边境枢纽和多民族聚居地,面临水源水质风险、供水能力不足及农村饮水安全等多重挑战,水资源供需矛盾日益突出.本文聚焦2035年发展需求,开展水资源供需分析与配置研究,构建安全可靠、高效集约、分质分类的多水源互补供水体系,支撑边境民族地区城镇可持续发展.采用人均日用水量法、定额法和用地指标法开展分类需水预测,基于水文长系列资料核算可供水量,通过多水源比选、供需平衡分析、分质供水配置和用水总量控制校验,开展方案比选与论证.结果表明,2035年P=95%特枯年中心城区总需水量为1 928.9万m³,现状与规划水源总可供水量为1 484.3万m³,缺水444.6万m³;曼旦水库因面源污染导致水质不稳定,不宜作为生活水源.新建南细河水库年供水量444.6万m³,联合曼旦水库、曼掌水库、南细河引水工程及再生水实现多水源配置,可全额保障各类用水需求.该方案符合区域用水总量控制要求,技术合理、经济可行.

As a border hub and multi-ethnic settlement,the central urban area of Mengla County faces multiple challenges including water source quality risks,insufficient water supply capacity,and rural drinking water safety,with the contradiction between water supply and demand becoming increasingly prominent.Focusing on the development needs of 2035,this paper conducts water supply-demand analysis and allocation research,aiming to establish a safe,reliable,efficient,and intensive multi-source complementary water supply system with quality-based and categorized water distribution to support the sustainable development of towns in border ethnic areas.The per capita daily water consumption method,quota method,and land-use index method are adopted for categorized water demand forecasting.Water availability is calculated based on long-term hydrological series data.Scheme comparison and demonstration are carried out through multi-source water supply comparison,supply-demand balance analysis,quality-based water allocation,and total water use control verification.The results indicate that under the P=95%extreme dry year scenario in 2035,the total water demand of the central urban area is 19.289 million m3,while the total available water supply from existing and planned sources is 14.843 million m3,resulting in a deficit of 4.446 million m3.The Mandan Reservoir is unsuitable as a domestic water source due to unstable water quality caused by non-point source pollution.With the newly constructed Nanxihe Reservoir supplying 4.446 million m3 annually,combined with the Mandan Reservoir,Manzhang Reservoir,Nanxihe Water Diversion Project,and reclaimed water,the multi-source allocation scheme can fully guarantee all types of water demand.This scheme meets the regional total water use control requirements and is technically sound and economically feasible.
