基于耦合模型的城市建设项目洪涝安全评估及应对策略OA
Flood Safety Assessment and Response Strategies for Urban Construction Projects Based on Coupled Models
以南沙区明珠农业综合中心建设项目为例,基于流域系统整体观构建了一维河道、二维地表、内部管网的耦合水动力模型,模拟了洪水在地块周边和内部的洪泛过程,分析了建设项目地块在现状、规划及整治后的内涝情况.结果表明:① 建设项目东侧二涌北路受河涌洪水位顶托影响显著,建设项目地块内部受河涌洪水位顶托影响较小,二涌北路及建设项目地块内部溢流点主要位于地势低洼处,溢流分析成果与实际情况吻合;② 现状条件下,该地块在100年一遇设计暴雨工况下洪涝风险等级为中级,亟需采取相应措施;③ 规划条件下,该地块在100年一遇设计暴雨工况下洪涝风险等级为低级;④ 采取"外挡内排、蓄排结合"的整治措施后,该地块在100年一遇设计暴雨工况下洪涝风险等级降为低级,整治措施合理可靠.通过将已运营建设项目的洪涝安全评估从评估延伸至整改环节的实践,解决了建设项目因前期论证不足,投入运营后又需返工改扩建的难题.
Taking the construction project of Mingzhu Agricultural Comprehensive Center in Nansha District as an example,a coupled hydrodynamic model of one-dimensional river channel,two-dimensional surface,and internal pipeline network was constructed based on the overall view of the watershed system.The flood process around and inside the plot was simulated,and the waterlogging situation of the construction project plot after the current situation,planning,and remediation measures were analyzed.The analysis results show that:①The construction project's eastern side,along Eryong North Road,is significantly affected by the backwater effect of the river flood level.Within the project site,the impact of the river flood level backwater is relatively minor.Overflow points along Eryong North Road and within the project site are primarily located in low-lying areas,and the overflow analysis results align with the actual conditions;② Under the current circumstances,the flood risk level of the construction project plot under the 100 year return period design rainstorm condition is medium,and corresponding measures are urgently needed;③ Under the planning situation,the flood risk level of the construction project plot is low under the design rainstorm with 100 year return period;④ The flood risk level of the construction project plot is reduced to low level under the design rainstorm condition with 100 year return period after the rectification measures of"external retaining and internal drainage,storage and drainage combination"are taken,and the rectification measures are reasonable and reliable.By extending the flood safety assessment of operational construction projects from evaluation to rectification,the problem of insufficient preliminary demonstration and the need for rework,renovation,and expansion of construction projects after being put into operation has been solved.
