Multi-dimensional Analysis and Prospect of Mechanism for Large-scale Electric Vehicles Participating in Electricity Ancillary Service Market
针对高比例新能源下电力系统灵活调节能力不足与电动汽车规模化发展的现状,在全国统一电力市场初步建成背景下,围绕电动汽车参与电力辅助服务市场机制开展系统分析.文中构建"技术-经济-政策"三维解析框架:在技术维度梳理"建模-调度-募集"闭环流程,刻画规模化电动汽车所形成的可调节资源池及其可行域;在经济维度引入赫维茨经济机制设计理论,分层讨论用户、负荷聚合商与市场的激励相容性;在政策维度结合新结构经济学与技术中立原则,对现货连续运行地区规则进行对比.结合现有研究与实践剖析了规模化电动汽车参与电力辅助服务市场呈现的调控复杂化、交易协同化、制度内生化三大关键特征,并从物理-信息-社会耦合的闭环调控技术体系、电能量-辅助服务-容量多元市场协同与量化交易机制以及基于经济机制设计理论的制度演进与内生激励三个维度进行了展望.
Addressing the insufficient flexible regulation capability under high renewable energy penetration and the large-scale development of electric vehicles(EVs),this paper systematically analyzes the market mechanism for EVs participating in the electricity ancillary service market against the backdrop of a preliminarily established national unified electricity market.A three-dimensional analytical framework of"technology-economy-policy"is constructed.In the technology dimension,the closed-loop process of"modeling-scheduling-aggregation"is sorted out,and the adjustable resource pool formed by large-scale EVs as well as its feasible region are characterized.In the economic dimension,the Hurwicz economic mechanism design theory is introduced,and the incentive compatibility among users,load aggregators and the market is discussed hierarchically.In the policy dimension,combined with new structural economics and the principle of technology neutrality,rules in regions with continuous spot market operation are compared.Based on existing research and practice,three key characteristics of large-scale EVs participating in the electricity ancillary service market are analyzed:regulation complexity,transaction coordination,and institutional endogenization.Prospects are provided from three dimensions:a closed-loop control technology system of physical-information-social coupling;a multi-market synergy and quantitative trading mechanism for electric energy,ancillary services and capacity;and institutional evolution and endogenous incentives based on the economic mechanism design theory.
