高铁运营期经济社会-资源环境效应耦合协调演化研究OA
Coupling coordination evolution of economic-social and resource-environmental effects during high-speed railway operation period
为揭示高铁运营带来的经济社会效应与资源环境效应之间复杂的非线性动态关系,提出一种融合双重差分法(difference-in-differences,DID)、反事实分析与改进耦合协调度模型的系统分析框架.首先通过理论分析识别高铁经济、社会、资源及环境效应的测度指标;然后运用DID与反事实分析控制混杂因素,定量评估高铁的多元效应,并以兰新高铁为例进行实证检验;最后基于皮尔逊相关系数与灰色关联度模型筛选关键耦合指标,并利用改进的耦合协调度模型解析经济社会与资源环境效应之间耦合协调关系的时空演化特征.结果表明,兰新高铁对沿线9个城市的经济、社会、资源与环境均产生显著影响,对兰州、西宁、乌鲁木齐3个省会城市的效应尤为突出,且对经济社会效应的促进作用显著高于资源环境效应,表明高铁能更直接地推动经济增长与社会发展,而对资源环境的影响相对较小或存在滞后性.各城市2类效应的耦合度均高于0.8,处于高度协同的高水平耦合状态,耦合协调度均大于0.5,整体呈协调发展态势.2类效应的耦合协调关系呈现明显的时空异质性,时间维度上可分为"初期调整-持续优化-外部冲击与修复"3个阶段,空间维度上可划分为"持续勉强协调型""波动协调型"和"进阶回落协调型"3个大类.研究构建的融合DID、反事实分析与改进耦合协调度模型的系统分析框架,可为高铁和城际铁路、高速公路等交通基础设施的长期经济社会与资源环境效应定量评估、多元效应协同性诊断及区域差异化策略制定提供更具操作性的方法支撑.
This paper proposed a system analysis framework that combined the difference-in-differences(DID)method,counterfactual analysis and improved coupling coordination degree model to reveal the complex nonlinear dynamic relationship between the economic-social effects and the resource-environment effects brought by high-speed rail operation.Firstly,the measurement indexes of economic,social,resource and environmental effects of high-speed rail were identified through theoretical analysis.Then use DID and counterfactual analysis to control confounding factors,quantitatively evaluate the multiple effects of high-speed rail,and take Lanzhou-Xinjiang high-speed rail as an example for empirical test.Based on Pearson correlation coefficient and grey correlation degree model,the key coupling indexes were screened.The improved coupling coordination degree model was used to analyze the spatial and temporal evolution characteristics of the coupling coordination relationship between economic society and resource environment effect.Some conclusions are drawn as follows.The Lanzhou-Xinjiang high-speed railway has a significant impact on the economy,society,resources and environment of the nine cities along the line,especially in the three provincial capital cities of Lanzhou,Xining and Urumqi.The promotion of economic and social effects is significantly higher than that of resources and environment effects,indicating that the high-speed railway more directly promotes economic growth and social development,while the impact on resources and environment is relatively small or lagging behind.The coupling degree of the two types of effects in each city is higher than 0.8,which is in a highly coordinated high-level coupling state.The coupling coordination degree is greater than 0.5,showing a coordinated development trend as a whole.The coupling coordination relationship between the two types of effects shows obvious spatial and temporal heterogeneity.In the time dimension,it can be divided into three stages,which are the initial adjustment,the continuous optimization,and the external shock and repair.On the spatial dimension,it can be divided into three categories,which are the continuous reluctant coordination type,the fluctuation coordination type,and the advanced decline coordination type.The system analysis framework constructed in this study integrates DID,counterfactual analysis and improved coupling coordination degree model,which can provide more operational method support for the quantitative evaluation of long-term economic,social,resource and environmental effects of high-speed rail,intercity railway,expressway and other transportation infrastructure,the diagnosis of multi-effect synergy and the formulation of regional differentiation strategies.
