Challenges and Pathways for Smart Planning:Dual Perspectives from Planning Theory and Technology

从理论与技术相结合的视角,探讨智能规划的核心挑战与实现路径.辨析"规划中的智能技术"与"智能规划技术"的差异,指出后者因涉及未来判断、价值权衡和行动选择而面临根本性挑战.通过对欧美规划理论与技术互动演进历史的梳理,分析规划技术应用屡次陷入"高期望—低成效"的深层原因,提出"可预测—可解释—可优化"三维挑战框架.在此基础上,结合我国空间规划发展背景,认为智能规划发展具有补齐"应用科学"短板、促进空间治理向协作式转型、构建开放共享技术生态等三重使命.提出"人—AI—专业模型"协同(HAIMC)的技术路径,强调以价值判断和公共协商界定"可优化"方向,以专业模型提供"可预测、可解释"的模拟评价能力,以AI增强模型调度和沟通表达能力,从而形成面向真实规划决策的智能规划技术.

This paper examines the core challenges and pathways of smart planning from an integrated perspective that combines planning theory and technology.It first distinguishes between"AI in Planning"and"AI for Planning",arguing that the latter presents fundamental challenges as it involves future-oriented judgment,value-based trade-offs,and action-oriented decision-making.By reviewing the historical interplay between planning theory and technology in Europe and North America,the paper ex-plains why planning technologies have repeatedly experienced a cycle of"high expec-tations and limited outcomes".It then proposes a three-dimensional framework inte-grating predictability,interpretability,and optimization potential.Against the backdrop of China's territorial spatial planning reform,the paper identifies three key missions for smart planning:strengthening planning as an applied science,promoting collabora-tive spatial governance,and fostering an open technological ecosystem.Finally,it proposes a Human-AI-Model Collaboration(HAIMC)pathway,emphasizing smart planning that integrates authentic value articulation,domain-specific models,and artifi-cial intelligence to support more effective planning decision-making.
