High-quality development represents the historical mission,contemporary imperative,and pathway to survival for open education.Its core lies in the enhancement of talent cultivation quality;its internal attribute is the growth of educational modernity,while its external manifestation is the transformation of educational forms.Open education needs to seize the development opportunities presented by new domains and new-quality growth and build an action framework along such dimensions as normative stipulations,effective attainment,convenient accessibility,diversified adaptation,and lifelong orientation.In terms of practical strategies,efforts should be made to revisit the cultivation objectives of open education,promoting students'sustainable development with lifelong learning capability as the core;improve the quality standard system for teaching to guide learning behaviors through standardized management;integrate high-quality educational resources to meet personalized needs through diversified options;accelerate the digital transformation of teaching to enable autonomous and accessible learning via technological empowerment;and strengthen the design of teaching processes to enhance educational effectiveness through deep learning.
