全球能源低碳转型驱动油气行业标准体系重构,ISO/TC 67作为石油、天然气及低碳能源装备领域核心国际标准化技术委员会,承担传统油气规范迭代与氢能、氨能等新型零碳燃料全链条标准研制双重职能.本文系统梳理ISO/TC 67组织架构、现有标准体系、ISO-API协同现状、氢氨新能源标准化进展,剖析现阶段发展瓶颈,研判中长期标准化发展方向与行业应用前景,并结合我国产业优势提出参与全球能源标准治理的实施路径.研究表明,制度化协同机制落地、跨TC分工统筹、低碳新能源标准体系扩容将成为ISO/TC 67未来5年核心发展主线.

Driven by the global low-carbon energy transition,the standards system of the oil and gas industry is being restructured.As the core ISO technical committee for standardization in the field of petroleum,natural gas and low-carbon energy equipment,ISO/TC 67 shoulders two major missions:updating conventional oil and gas specifications,and developing full-chain standards for emerging zero-carbon fuels including hydrogen and ammonia.This paper systematically sorts out the organizational structure,existing standards system,the current status of ISO-API coordination,as well as the progress of standardization for hydrogen and ammonia new energy in ISO/TC 67.It analyzes existing development bottlenecks,predicts medium and long-term standardization trends and industrial application prospects,and puts forward implementation routes for China to engage in global energy standards governance based on its industrial strength.The research indicates that the implementation of institutionalized coordination mechanisms,coordinated division of labor across technical committees,and expansion of the low-carbon new energy standards system will serve as the core development priorities of ISO/TC 67 in the next five years.
