新材料产业化进程的加速对其标准体系的系统性、前瞻性和协同性提出了更高要求.新材料标准化工作需要围绕材料分类、关键性能指标、测试评价方法、工程验证规则、认证采信依据和市场准入要求等,形成贯穿研发、制造、应用和流通全过程的规则支撑.本文在梳理国内外新材料概念界定、标准化组织与技术委员会布局、现行标准供给结构的基础上,分析了我国新材料标准体系在材料门类协同、共性测试方法、数据表达规则、工程验证标准和检测认证接口等方面存在的不足.研究认为,标准化在新材料产业化过程中具有规则供给、方法统一、结果采信和市场连接功能.应围绕重点新材料领域完善标准体系布局,加强共性测试方法、量值溯源、数据表达、报告要求和认证规则协同建设,推动标准、计量、检测、认证和数据资源有序衔接,提升我国新材料标准体系对产业化应用和国际竞争的支撑能力.

The rapid industrialization of new materials demands a more systematic,forward-looking,and coordinated standards system.New material standardization should cover material classification,key performance indicators,testing and evaluation methods,engineering validation rules,certification acceptance criteria,and market access requirements,providing institutional support throughout the entire process from research and development to manufacturing,application,and circulation.Based on a review of domestic and international definitions of new materials,standardization organizations and technical committee arrangements,and the existing structure of standards supply,this paper analyzes the main challenges in China's new materials standards system,including insufficient coordination among material categories,a lack of common testing methods and engineering validation standards,inconsistent data representation rules,and weak integration between testing and certification.The study highlights the critical roles of standards in providing rules,unifying methods,facilitating mutual recognition of results,and promoting market adoption during industrialization.It proposes improving the layout for the standards system for key new material sectors,strengthening the coordinated development of common testing methods,metrological traceability,data presentation,reporting requirements,and certification rules,and promoting the orderly connection of standards,metrology,testing,certification,and data resources,to enhance support for industrial application and international competitiveness.
