Research on Innovative Practices of High-Quality Development of CSTM Association Standards

为适配我国材料产业高质量发展战略需求,破解材料领域标准供给与产业创新适配不足的痛点,中关村材料试验技术联盟(CSTM)立足团体标准化市场化导向,创新性地构建了"市场驱动、规范研制、深度应用、动态迭代"的团体标准化的范式.本文从标准化理论、组织架构、标准化体系、数字化管控四个维度,系统梳理了CSTM团体标准高质量发展的创新实践,重点阐释了市场需求挖掘、标准前置预研、场景落地应用、年度动态迭代的全链条创新实践,形成了"需求牵引—标准预研—规范研制—落地应用—技术迭代"的闭环发展机制.CSTM实践经验可为我国材料领域团体标准提质增效、标准化体系规范化建设、科技成果标准化转化提供实践参考与范式借鉴.

To align with the strategic needs of the high-quality development of China's materials industry and address the mismatch between standards supply and industrial innovation in the materials sector,Chinese Society for Testing and Materials(CSTM),guided by the market-oriented nature of association standards,has innovatively developed a paradigm of association standardization characterized by"market-driven,standardized development,in-depth application,and dynamic iteration."This paper systematically reviews the innovative practices for the high-quality development of association standards of CSTM from four dimensions:standardization theory,organizational structure,standardization system,and digital control.It highlights the whole-chain innovative practices covering market demand mining,standard pre-research,scenario-based application,and annual dynamic iteration.These practices form a closed-loop development mechanism characterized by"demand-driven-standard pre-research-specification development-applied implementation-technical iteration."The practical experience of CSTM can serve as a practical reference and paradigmatic model for improving the quality and efficiency of association standards in China's materials sector,standardizing the development of standardization systems,and facilitating the transformation of scientific and technological achievements into standards.
