Study on the Applicability of Railway Port Station Standards Based on Hierarchical Cluster Analysis
推动铁路口岸站标准化建设,对于提升国际联运效率、保障作业安全与促进口岸高质量发展具有至关重要的战略意义.然而现有标准在实践中的适用性如何,是否精准契合复杂的现场作业需求,仍需科学的评估与验证.本研究提出一种融合德尔菲法与层次聚类分析的评价框架,首先构建涵盖作业内容、主体、顺序、结果、方式及场景6个维度的指标体系;其次采用德尔菲专家咨询法进行问卷调查,收集一线作业人员对标准条款的符合性评分;最后运用层次聚类分析方法,对条款进行客观分类.以中国铁路昆明局企业标准《铁路口岸站作业和评价 第10部分:铁路直通口岸站国际货物联运作业》为实证进行适用性评价研究,评价结果显示,标准69%的条款适用性较高,而31%的条款适用性一般,其主要问题集中于要求不明确、主体指代不清及作业细节限定过多等方面.本研究不仅为精准识别标准薄弱环节提供了方法支撑,也为标准的精准修订与持续优化提供了科学依据,对增强口岸站标准体系的适用性具有一定参考价值.
Advancing the standardization development of railway port stations holds critical strategic significance for enhancing international transport efficiency,ensuring operational safety,and promoting high-quality port development.However,the practical applicability of existing standards and their precise alignment with complex on-site operational requirements still necessitate scientific evaluation and validation.This study proposes an evaluation framework integrating the Delphi method with hierarchical cluster analysis.First,an indicator system covering six dimensions—operational content,entities,sequence,outcomes,methods,and scenarios—is constructed.Subsequently,a Delphi expert consultation questionnaire survey is conducted to collect compliance ratings from frontline operators regarding standards clauses.Finally,hierarchical cluster analysis is applied to objectively classify the clauses.Using the Kunming Bureau's enterprise standard Railway Port Station Operations and Evaluation—Part 10:International Freight through Transport Operations at Railway Direct Port Stations as a case study,the applicability evaluation reveals that 69%of the standard's clauses demonstrate high applicability,while 31%show moderate applicability.The primary issues lie in unclear requirements,ambiguous subject references,and excessive operational specifications.This research not only provides methodological support for precisely identifying standards weaknesses but also offers scientific basis for accurate revisions and continuous optimization.It holds reference value for enhancing the applicability of the port station standards system.
