Construction and Analysis of the Standards System for the Low-Altitude Logistics Industry Chain

低空物流作为现代物流体系的立体延伸,其规模化发展高度依赖标准体系的支撑.为突破低空物流规模化发展中的标准缺失与碎片化瓶颈,本文系统梳理国内低空物流标准化现状,构建覆盖全产业链的标准体系框架,从产业链覆盖度、技术前沿性、场景适配性、标准生态健康度4个维度剖析现行标准.研究发现,现行标准体系虽初具规模,但存在"重应用、轻基础、缺前沿"的结构性失衡:上游核心部件与材料标准占比仅15.8%,eVTOL适航等前沿领域标准空白,医疗急救、海岛等特色场景深度标准缺失,层级间协同机制待完善.据此提出突破核心技术标准、布局前沿场景标准、优化协同治理机制、增强国际影响力四大策略,为完善标准体系提供理论依据与实践路径.

Low-altitude logistics,as a three-dimensional extension of the modern logistics system,relies heavily on a standards system for its large-scale development.To address the issue of standards deficiency and fragmentation in the large-scale development of low-altitude logistics,this paper systematically reviews the current status of low-altitude logistics standardization in China,constructs a standards system framework covering the entire industrial chain,and analyzes the current standards from four dimensions:industrial chain coverage,technological advancement,scene adaptability,and health of standards ecosystem.The research finds that although the current standards system has taken shape,it suffers from a structural imbalance of"emphasizing application over foundation and lacking cutting-edge areas":standards for upstream core components and materials account for only 15.8%,standards in cutting-edge fields such as eVTOL airworthiness are absent,and in-depth standards for specialized scenarios such as medical emergency and island logistics are lacking.The coordination mechanism among different levels needs improvement.Based on these findings,it proposes four strategies:breaking through core technology standards,laying out standards for cutting-edge scenarios,optimizing the coordination governance mechanism,and enhancing the international influence,providing theoretical basis and practical paths for improving the standards system.
