零碳园区评价指标体系的构建及规划策略研究OA

在全球"双碳"目标推进与产业绿色转型的关键阶段,零碳园区作为区域碳中和的核心载体,其科学评价与系统规划成为亟待解决的问题.针对当前园区低碳技术应用碎片化、现有评价体系维度单一、动态适配性不足及落地协同性薄弱等问题,基于科学性、系统性与可操作性原则,融合多学科理论,构建了涵盖能源清洁化、建筑绿色化、交通低碳化、管理智慧化、碳汇生态化五个维度的零碳园区评价指标体系.通过集值迭代法(主观赋权)与批判法(客观赋权)结合的主客观组合权重法,提升评价结果的科学性与合理性,并经某近零碳园区案例验证,该体系可有效量化园区零碳发展水平.同时,提出"多系统协同—技术融合—智慧调控"的规划路径及优化策略,为零碳园区建设提供量化标准,响应国家"建立一批零碳园区"的决策部署,为全球低碳园区发展贡献中国方案.

At the critical stage of advancing global"dual-carbon"goals and promoting industrial green transforma-tion,zero-carbon parks serve as the core carriers for regional carbon neutrality,making scientific evaluation and sys-tematic planning a pressing and crucial issue to be addressed.Aiming at prevalent issues in existing parks,including fragmented application of low-carbon technologies,unidimensionality of current evaluation systems,inadequate dy-namic adaptability,and weak implementation synergy,this study constructs a zero-carbon park evaluation indicator system based on the principles of scientific rigor,systematicness,and operability,integrating interdisciplinary theo-ries.The system encompasses five dimensions:clean energy,green buildings,low-carbon transportation,intelligent management,and ecological carbon sinks.By adopting a combined subjective-objective weighting method that in-tegrates the set-value iteration method(subjective weighting)with the criticism method(objective weighting),the scientific rigor and rationality of the evaluation results are enhanced.Validated through a case study of a near-zero-carbon park,this system effectively quantifies the zero-carbon development level of parks.Meanwhile,a planning path of"multi-system coordination-technology integration-intelligent regulation"and optimization strategies are pro-posed,providing quantitative tools and practical guidance for zero-carbon park construction,aligning with the natio-nal policy initiative of"establishing a batch of zero-carbon parks"and offering a Chinese approach to the global de-velopment of low-carbon parks.
