山东省烟台市空地协同智能巡查体系构建与实践OA
Construction of a Collaborative Intelligent Inspection System for Vacant Land in Farmland Protection in Yantai City
为适应新时期耕地保护工作对监测效率、识别精度与响应速度的更高要求,烟台市以技术创新为驱动,围绕无人机智能巡查与智能检测系统开展了系统性研究与应用探索.该研究以提升监管效能为核心目标,重点构建了基于智能路径规划的无人机巡查技术体系,实现了对零散分布图斑的高效精准覆盖.同时,研究开发了面向耕地流入流出变化识别的高精度遥感智能解译模型,依托大规模标注样本库与模型训练平台,构建了多层次、多场景的业务识别能力.在此基础上,通过分级预警机制与业务流程闭环设计,形成了从智能巡查、自动识别、任务派发到现场核查、依法处置的全流程协同联动体系.实践应用表明,该技术体系显著提升了耕地变化发现的及时性与问题识别的准确性,优化了监管资源配置效率,形成了"天上看、空中查、网上管、地上核"的一体化智能监管模式,实现了从被动响应向主动预防、从分散管理向系统治理的转变.该研究构建的技术框架与实施路径,为耕地保护工作的现代化转型提供了可复制、可推广的实践参考与技术支撑.
In order to meet higher demands for monitoring efficiency,identification accuracy,and response speed in farmland protection in the new era,driven by technological innovation,systematic research and application exploration in the field of intelligent drone inspection and intelligent detection systems have been carried out in Yantai city.The study focuses on enhancing regulatory efficiency as its core objective,a drone inspection technology system has been primarily established based on intelligent path planning to a-chieve efficient and precise coverage of scattered land patches.Additionally,it develops a high-accuracy remote sensing intelligent interpretation model for identifying changes in cultivated land inflows and out-flows.Leveraging a large-scale annotated sample database and model training platform,it builds multi-level,multi-scenario operational recognition capabilities.On this basis,through a hierarchical warning mechanism and a closed-loop design of business processes,a full process collaborative linkage system has been formed,including intelligent inspection,automatic identification,task dispatch,on-site verifica-tion,and legal disposal.Practical application has shown that this technology system significantly improves the timeliness of discovering changes in arable land and the accuracy of problem identification,optimizes the efficiency of regulatory resource allocation,and forms an integrated intelligent supervision mode of"watching from the sky,checking from the air,managing online,and core on the ground",achieving a transformation from passive response to active prevention,and from decentralized management to system-atic governance.The technical framework and implementation path constructed in this study provide repli-cable and promotable practical references and technical support for the modernization transformation of farmland protection work.
