山东省泰安市农用地整治潜力分析OA
Analysis on Agricultural Land Consolidation Potential in Tai'an City
本文基于耕地占补平衡制度改革的要求,对泰安市农用地整治潜力进行分析,为农用地整治提供数据基础和规划建议.该研究基于地理信息系统,结合地形坡度、交通便利度、水源条件、集中连片性等 4 个评价因子,采用层次分析法(AHP)确定权重,对泰安市农用地整治潜力进行叠加分析.分析结果表明:符合政策及整治要求的林地、园地及后备耕地潜力总面积 940 km2,从自然条件看,423 km2(45%)的图斑具备较高潜力.但综合考虑经济效益、工程难易等因素后,整治潜力最大、适宜优先实施的面积 2.35 km2(仅占不到 0.3%),通过工程配套可提升潜力至15.83 km2.在此基础上,本文还讨论了所面临的主要困难和风险,并对泰安市农用地整治工作做出了进一步展望.本研究可为泰安市农用地整治工作提供数据支撑与决策参考.
Based on requirements for the Reform of the farmland occupation and compensation balance sys-tem,the potential for agricultural land consolidation in Tai'an city has been analyzed.It will provide data basis and planning suggestions for agricultural land consolidation.Based on geographic information sys-tems,combining with terrain slope,transportation convenience,water source conditions and concentration and connectivity,by using Analytic Hierarchy Process(AHP),the weights has been determined,and o-verlay analysis of the potential for agricultural land consolidation in Tai'an city has been carried out.It is indicated that the total potential area of forest land,garden land,and reserve farmland that meet policy and remediation requirements is 940 km2.From a natural perspective,the 423 km2(45%)patch has high potential.However,after considering economic benefits and engineering difficulties,the area with the greatest remediation potential and suitable priority for implementation is 2.35 km2(less than 0.3%),which can be increased to 15.83 km2 through engineering support.In this paper,main difficulties and risks have been discussed.It can provide data support and decision making references for agricultural land consolida-tion work in Tai'an city.
